Ghana Needs Continuous Government in 2025; Dr. Bawumia has the Good Policies To Develop Ghana | Features


There is every need for majority of Ghanaians to recognize the importance of maintaining NPP government in power to continue the good developmental projects the government has startedunder Nana Addo-Bawumia led administration. Continuous government is very crucial for a developing country like Ghana. Most importantly it will ensure consistency in policy framework: Attracting investments and promoting economic growth, predictability and social cohesion for businesses and investors to benefit from a stable regulatory environment, long-term planning for government to implement economic plans to drive home continuous growth in infrastructuraldevelopment, national security, as well as international cooperation and global governance.

If we take government performance sector by sector, we can clearly see tremendous improvements NPP government has made in all sectors of the Ghanaian economy comparative to what NDCdid during the eight years’ government for both Mills and Mahama led administrations. NPP government achievements over the past eight years have set a strong foundation for Ghana’s economic future, and a change in political leadership will disrupt the progress so far in our governance architecture as a country. As a nation we need continuity in governance led by New Patriotic Party with the able and visionary leader Dr. Mahamadu Bawumia.

Sector-by-Sector Analysis:

EDUCATION

Continuous government ensures consistent education policies which improve students’ outcomes. Through long-term planning government can implement full comprehensive education reforms with predictable funding sources for the education programs. NPP government has madea huge improvement in the education sector and any disruptions in the government continuity could jeopardize the future of our education system in Ghana. The current government education reforms are looking at producing highly skilled workers through the full implementation of;TVET, STEM, NVTI and Technical University education that have been introduced by the government.

In addition, NPP government has made an impressive transformation in our education sector with the full implementation of Free Senior High School policy and the Free Vocational and Technical education policy. There is no government in the history of our educational systemwhich has better served, with the introduction of such a life changing policy that has the potential to impact positively the very fiber of our economy. The government has made serious commitments in building our human resource capacity to spearhead the developmental agenda we need as a nation. This life changing initiative has benefited over two (2) million students since the launch in 2017, resulting in 30% increase in enrollment rates. It’s not just a policy; it’s a lifeline dependency for many families who previously struggled to afford secondary education in Ghana.

In addition to these initiatives, there have been massive infrastructural developments in all Junior High Schools: over 1,105 infrastructure projects initiated in 925 Senior High Schools, Over 406 classroom blocks of various types, science laboratories, and home economics blocks, over 386 dormitory blocks, over 233 toilet facilities, over 9 newly constructed model STEM Senior High Schools spread across the country, over 280,000 laptops for teachers to aid teaching, over 350 buses spread across the country, over 840 pick-ups and 1,500 motorcycles across the country, over 677,470 pieces of furniture, over 450,000 tables distributed and 1,270 GETFUND infrastructure interventions. Massive infrastructure developments and a new policy initiative in all the Technical Universities, construction of two new Public Universities, an improved student loans guarantor system, continuation of the School feeding program, one student one laptop policies, paid teachers allowance and many more. All these policy interventions have no parallel in the eight years of previous NDC administration led by both the late President Mills andFormer President John Mahama, NPP government policies actually stand out in the administration of the country.

HEALTHCARE DEVELOPMENTS

Agenda 111 initiative: The government is committed in constructing 111 hospitals nationwide, with over 89 almost for completion and the rest at the various stages across the country. This isserious and impressive improvements on infrastructural developments in our health delivery systems and the well-being of our people across the country.

Free Dialysis for Kidney Patients and Childhood Cancer Coverage: For the first time in the history of Ghana, free dialysis for kidney patients and childhood cancer treatments are covered by the National Health Insurance Scheme (NHIS).

This will ensure that the poor and the vulnerable patients will equally have access to receive proper medical attention in the country. With the NHIS policy, the current NPP government has made the free “Elderly Care” policy for adult populations above 70 years. This is the same scheme the previous NDC government introduced one term premium and capitation in some regions which almost destroyed our health delivery system and NHIS policy in the country.

The National Ambulance Service: The government procured and distributed 307 ambulances to all the 275 constituencies in the country including some specialized health institutions. Additionally, over 1,000 emergency medical technicians (EMTs) were trained to operate the ambulances with provision of emergency care. The one district one ambulance program and other policy initiatives and improvement programs like the Drone Delivery System, paid Nurses and Doctors allowances, the construction of Urology and Nephrology center at Korle-Bu and many other health facilities have changed the phase of our health delivery system in Ghana. In terms of better health management systems, policies and initiatives that have revolutionized our health delivery system in the country, NPP government cannot be left unmentioned. The NPPgovernment has exhibited leadership in managing covid-19 and other health related challenges during and after the Covid-era, the government protected and gave hope to the ordinary Ghanaians on the streets. Under health infrastructure developments, NPP government has constructed additional regional and district hospitals, community clinics and chip compounds with advance modern facilities across all regions in the country.

INFRASTRUCTURE DEVELOPMENT

Road Network Expansion: The NPP government has increased the construction of road networks in Ghana to over 100,000 km, including constructing 12 multi-tier interchanges spread across the regional capitals. These developments are very essential in enhancing market accessibility, trade, businesses, investments, and for easy travels across the regions. NPP government has undertaken extensive roads and highway projects, including dual-carriage constructions, connecting regional capitals. There has been Significant progress and improvements on major highways and inner-town roads.  All the regional capitals in Ghana have seen a phase lift on their inner town roads, both urban and sub-urban communities. Examples;Accra-Kumasi highway, Kasoa-Winniba Takoradi highway, Adenta-Dowdowa Atimpoku highway and Accra-Tema Aflao highway, in addition to the Eastern corridor roads.

To be very particular to Accra-Kumasi highway dual-carriage project, this road construction was started by the elsewhere President Agyakum Kufuor’s government but it was left unattended to during the Mills- John Mahama, led administration in 8years without even a review of the project paper. Such an important road project which connects the middle belt, to the coastal belt andsome section of other parts of the country through Greater Accra region. The massive road works on-going by the current NPP government at Pokuase, Apadwa through Suhum in the Eastern region have been completed and the other phases are seriously on-going at Amasaman to Nsawam, Bonsu Junction to Nkawkaw and Konongo to Kumasi. The NPP government has constructed more roads, major highways and more interchanges than the NDC government in Ghana with value for money.

Physical Infrastructures: Completion of the Kumasi International Airport, boosting both local and international tourism and trade. Construction of Kwadaso model Creative Arts Senior High School and John Agyakum Kufuor’s Senior High School. Construction of Kumasi inner city roads and Suame-Abrepo Junction Interchanges. Construction of railways development to ease conjunctions on our road networks connecting the coastal belt and the meddle belt which will serve the needs of on-going construction of Boankra Inland Port, the biggest Inland Port in West Africa. The development of Takoradi Port expansion project to enhance shipping capacity, investment in oil and gas infrastructure to boost the local economies and establishment of vocational training centers which focused on oil and gas skills in the Western region. The development of irrigation project facilities to support local agriculture in the Northern regions of Ghana, new Market facilities have been built in some selected districts and regional capitals. The promotion of aquaculture initiatives along the coast for local fishermen, investments in regional cultural heritage sites to attract tourism and international investments for the creative art industry. The development of cassava processing factory to support local farmers, support for palm oil production facilities through cooperative initiatives and investments in renewable energy projects for local communities. Awaso and East Legon STEM education facility is in completion and commissioning for usage. Commission of $60m University of Health and Allied Science main campus phase two of the project, inauguration of Adaklu and Kete Krachi water supply project, and promotion of tourism through development projects along the Lake Volta. Damongo Water Project supply, Buipe Solar Power Plant to boost renewable energy capacity and Savannah Agriculture Development Project to support farmers in the Savannah region.

Agriculture Sector: The programs like planting for food and jobs and planting for export have greater opportunities to expand the country’s production hub, which has the capacity to increase our GDP growth if the program is nurtured and given more attention for more improvement in the next NPP government. The same can be spoken for one village one dam policy, a fantastic idea to grow our food production in the northern part of Ghana. The cocoa sector transformational plan which is in its implementation stage to boost cocoa production in the country.

Trade and Industry: The production and manufacturing sectors are doing marvelously well with the full implementation of the 1D1F policy, the Auto Mobile Assembly Plant policy which is in full gear of implementation and other youth led businesses and programs are under implementation by the Ministry of Trade and Industry. Establishment of GIADEC for the development of bauxite and aluminum industry in Ghana. Establishment of ACFTA to create free market for all African countries to boost trade and investments among the sub-regions. The establishment of gold refinery to add value to our gold resource deposit in the country. This government has chocked more successes under the Trade and Industry Ministry, compared to what previous NDC government did in the 8 years of Mill-Mahama led administrations.

Other Sectors of the Economy: The NPP government has done massive works at the following sectors of the Ghanaian economy: The Energy and Petroleum Sector, Tourism Sector, Lands and Natural Resources Sector, Minerals Sector, Forestry, Works and Housing, Sports development,Communications and telecommunication Sector with the full implementation of Dr. Bawumia’s digitalization policy, the Creative Art Industry, the Public sector reformation policy and all the other services like the Police Service, Fire Service, Immigration service, Prison service and the other services not forgetting the Ghana Armed Forces. The improvements and the kind of developments and policy initiatives these institutions have received under the NPP government administration give the ordinary Ghanaian a new hope and the future to invest in NPP government than the NDC government.

Continuous Solutions from Dr. Bawumia

Continuous Investments into Digital Platforms to create jobs: NPP government aims to expand the current digital platform services. The mobile money interoperability and online NHIS renewals. NPP government aims to create one million jobs using digital platforms, focusing on youth entrepreneurship and agribusiness.

Investment Tax Credit System: Supporting start-ups will help them grow and create jobs while stimulating innovations across sectors. Establishment of Fintech Fund with seed capital of US$100million to attract additional private sector funding to support Ghanaian start-ups, creation of jobs through involving private-sector construction and infrastructure development, industrialization, agribusiness and the inception of SME jobs with the introduction of SME Banks in the country, using the Credit Scoring System to enable the average Ghanaian access basic needs through cheaper credit; “buy now, pay small, small”. This will increase domestic demand, increase production and create jobs for the teaming youth unemployment. Creation of jobs through Tax Amnesty Programs, with introduction of a flat rate tax system, abolishing betting tax and E-Levy in Ghana. Digitization of all aspects of tax administrations to reduce leakages, improve efficiency and ease filing in order to broaden the tax base to capture more eligible taxpayers. The use of government’s purchasing power to stimulate industrial expansion and business growth, which will help create jobs by rolling out “Buy Ghana first product” the policy under which all goods and services procured by the public sector will first be filled by goods and services produced locally. Completion of digitalization of land titling and registration to enable owners of landed properties to use their properties as collaterals to raise capital for business growth and expansion.

From the above policy directions; we edge all Ghanaians to develop a new heart for NPP government to continue its mandate of developing the country for a productive Ghana. The pace has been set, all we need as people is a government with the right kind of policy guidelines to transform the nation. No government can transform Ghana within 8 years, with the kind of economic challenges we face as a country. We need practical structures to position the country,the base has been set by NPP government for proper economic advancement.

FoB’08 Foundation calls on all Ghanaians to give NPP government additional years, our country has witnessed 32years of democratic governance full of intermittent power change of hands in every 8 years from one political party to another political party.

This trend of 8years power change architecture must stop for continuous government institutionalization through electoral processes; from the people, by the people and for the people. Ghanaians must make a determination to hold the NPP government in great esteem, as the political party in Ghana which can help this country to unlock its economic fortunes. Theelsewhere President Kufuor’s government did it, and mistakenly Ghanaians couldn’t hold theirheart for better want of good governance which led to NDC administration in 2008 elections. This change of government in 2008, curtailed all the good policy initiatives and institutional structures President Agyekum Kufuor’s government built during his regime. We must learn not to repeat the same mistakes in 2008 elections but rather, learn to put commitment and faith in NPP government for continuous government which has the potential to change our economic fortunes as a country. We believe the 8 years’ governance trend is not helping our young democracy and there is the need for the people of Ghana to make a determination in the up-coming 2024 general elections that will retain the NPP government in power for the economic advancement and expansion we are looking for as a nation. Breaking the eight (8) is possible?Surely, it is possible with NPP government led by Dr. Mahamadu Bawumia. Ghana is the first nation to gain independence in sub-Saharan Africa in the year 1957. The country facedintermittent coup d’état from 1966 until we decided to follow the path of democratic governance in the year 1992.

Fast forward, our governance architecture, the trend of change of government and the democracy we are developing in this country, for better choice of words can equally be detrimental to our national development and economic expansion. Change of government is an avenue for complete curtailment of all previous government policies and institutional structures. This has always been engineered by NDC propagandist and their likes against NPP government which has alwaysshown full commitment and the willingness to build Ghana whenever the party get opportunity in government. Ghanaians must make a determination to exercise patience and the right kind of temperament to accommodate, and help one particular political party who has the right kind of policies and the will to break the 8 years’ power change of hands, which is always staged by political parties and their propagandist against national developments and economic expansion. Ghana deserve better than these set-backs and retardations in our quest for nationaldevelopments and economic expansion. We need real time developments, we mean real and physical development cannot be fashion out in 8years looking at the examples of Rwanda, China, Japan, Korea and other developed nations which have developed the discipline for continuous government. Even in the United States of America, a particular government has had the opportunity for unlimited term which introduced the third and fourth term in United States. In 1944, President Franklin D. Roosevelt had the opportunity to set the third and fourth term of government in motion in the United States of America. Ghana cannot be excluded from these nations if we really want to see real-time and physical development that can bring the needed developments and economic expansion for our growing economy. As people we need to understand ourselves and re-orient our mindset towards what we think is right and with the potential to bring the needed change we are looking for as a nation, we cannot do the same thing in anticipation for different results. If we really want resounding results for our growing economy, then we must know and practice the kind of systems and processes that will work for us in our quest for giant economic growth as a nation. We have to embrace, cherish and nurture what we have as people in this country. We must have sense of belongingness and togetherness, and the willingness to do it with unity of purpose devoid of divisions and personal interest in all sectors of our growing economy particularly with the people in leadership positions. We can only make it in togetherness than in division; as people we need unity of purpose behind one political party like NPP, which has the right kind of policies to develop and expand this economy. We should remember that no government can conjure magic to meet all our expectations in 8years, if that is so, then the previous governments could have given us what we wanted as people in 8years.

We have tried this change of government every 8years for 32 good years now, this game is not working for us, we need to learn our lessons well as people and begin to chat a common path of continuous government institutionalization which will bring the needed developments and economic expansion we need as people. We cannot continue to practice what is not workable for us as people, we must turn our ways and redefine our thinking about the state of our nation.
